影响和制约科教兴水战略顺利实施的因素,一般说来,不外乎内部环境和外部环境这两个方面。 所谓内部环境,是指水利科教战线本身所具备的各种素质内涵。如人才的素质、科技水平的程度、人才之间的向心力、凝聚力等等。正如去年全国水利工作会议指出的那样:要制订实施科教兴水战略的行动计划,科研部门、水利院校要发挥优势,建功立业。因为,内部环境是影响科教兴水战略顺利实施的直接作用点,内部环境优化了,就会更好地推进战略的顺利实施。
The factors that influence and restrict the smooth implementation of the strategy for rejuvenating science and education are, in general, nothing more than the internal environment and the external environment. The so-called internal environment refers to the quality of science and education fronts themselves have all the qualities.
