In order to better meet the needs of English professionals for reform and opening up and economic construction, the Steering Committee of the National Higher Education Self-study Examination has fully demonstrated and solicited the opinions of all provinces (cities, districts) across the country. The State Education Commission promulgated the Higher Education Self-study exam English professional examination program, and requires that English major provinces (cities, districts) have taken the exam seriously study and take active measures to be consistent with the promulgated examination plan in the first half of 1998 in order to implement the national unified proposition examination .
