当前,浙江经济出现了滑坡。这种滑坡,主要不在速度,而在于效益;主要不在财政,而在于企业利润;主要不在经济增长总量,而在于发展趋势。从工业发展速度和产值增长总量上看,去年1—10月,全省工业总产值比上年同期增长8.42％。共中乡办以上工业产值比上年同期增长5.6％。把过快的工业发展速度降下来,这是治理整顿题中应有之义。但是,工业经济效益大幅度滑坡,出现了零增长和负增长,这就不是治理整顿的预期要求和题中应有之义了。
At present, Zhejiang’s economy has seen a landslide. This decline, mainly in the speed, but rather the benefits; not the main financial, but rather corporate profits; not the total economic growth, but rather the development trend. From the perspective of industrial growth rate and output growth, from January to October last year, the province’s total industrial output value increased 8.42% over the previous year. The output value of industrial enterprises above the Communist Youth League level increased by 5.6% over the same period of last year. To speed down the rate of industrial development down, this is the right thing to rectify the problem of governance. However, the industrial economic benefits have been greatly reduced and there has been zero growth and negative growth. This is not the expected demand for rectification and the proper meaning of the problem.
