在少数民族地区产业转型的进程中,就业问题大致展现为四大基本矛盾:少数民族劳动者数量增长较快与教育水平较低的矛盾,虚置的岗位与拥挤的求职同时存在的矛盾、高素质劳动者向城镇流动与低素质劳动者留守农村的矛盾、农民工向中西部回流与民族地区劳动力过剩的矛盾。应从教育、经济民族化、注重第一产业改造、优先发展第三产业等四大方向切入以系统性创造就业机会。
In the process of industrial restructuring in ethnic minority areas, the employment issue generally shows four basic contradictions: the contradiction between the rapid increase in the number of ethnic minorities and the low level of education, the simultaneous existence of vacancies and crowding in employment, and the high The contradiction between the quality laborers moving to the cities and the low-quality laborers leaving the countryside, the contradictions of migrant workers returning to the Midwest and excess labor in ethnic areas. The four major directions of education, economic nationalization, emphasis on the transformation of the primary industry and the priority of the tertiary industry should be cut in to create employment opportunities systematically.
