一、整顿健全领导班子,培养造就一支思想好技术高的职工队伍,是林业企业建设的当务之急。林业企业是由人财物各因素、产供销各环节、局场工队班组各层次组成的。这里面最重要的因素是人,是在经营管理活动中起关键作用的企业领导班子和职工队伍。美国的钢铁大王卡内基曾说过:“把我的工厂、设备、市场和资金全部夺去,但只要保留我的组织人员,过四年之后,我又是一个钢铁大王”。这个资本家的谈话自然不甚准确全面,但却表达了人在企业中的重要作用。克一河林业局的实践也一再证明,如果领导班子职工队伍素质不好或停顿下来不求进取,可以把一个好端端的企业搞坏,使企业的经济效益化为乌有。反之,就会把一个坏的企业变好,实现较高的经济效
