突发事件应对过程中,时间紧迫和资源稀缺的典型特征使应急参与者必须高度重视活动间共享资源的合理分配,以避免实施流程执行的中断或失败。耐用性应急资源是保障应急实施流程高效运作的关键之一。针对耐用性资源的可重用性特点,归纳资源约束条件,构建最小化实施流程相对损失和的数学模型,并结合实例进行讨论分析。求解结果表明,通过合理配置活动的资源投入,可以减小应急实施流程的整体相对损失,实现对应急实施流程的优化。
The typical characteristics of the emergency response process, time constraints and scarcity of resources make it necessary for emergency participants to attach great importance to the rational allocation of shared resources between activities in order to avoid the interruption or failure to implement the process. Durable emergency resources are one of the keys to ensuring efficient operation of the emergency implementation process. According to the characteristics of the reusability of durable resources, the paper summarized the resource constraints, constructed the mathematical model to minimize the relative loss of the implementation process, and discussed and analyzed with examples. The results of the solution show that the reasonable relative loss of the emergency implementation process can be reduced and the optimization of the emergency implementation process can be achieved through the rational allocation of resources.
