党的基层组织建设战线很长,涉及的面很广。这里我对其中的三项工作讲些意见:第一,要以小康建设为目标,以创先争优为带动,切实加强农村基层党组织建设。今年,农村党的建设任务很多。各地要在统筹兼顾的前提下,重点抓好三件事情:一是要集中力量抓好后进农村党支部的转化工作。据1993年年底统计,在全省5万多个农村党支部中,还有近10%的村支部处于后进状态,其中瘫痪半瘫痪的近3%。这些村的问题如不能得到尽快解决,必然会严重影响全省农村小康建设 The grass-roots party organizations have a long way to go to build a broad front.
