预算审查监督是地方人大及其常委会监督工作的重点和难点。为增强监督实效,中山市人大常委会依法开展了一系列预算监督管理改革,多项工作实现了较大的突破,建立起一套比较完善的人大预算审查监督制度。落实“三个公开”强化阳光预算──督促市政府公开部门预算细化情况,从2007年起向市人代会提交年度部门细化预算表,使市人大代表可以了解监督部门预算的每一个具体项目。
