县报,一般来说,经济基础差、设备简陋、活动范围小、出版周期长,特别是在队伍的组建和人员的配备上,挑选的面比较窄,如果单从组织、人事部门解决这个问题,较难满足编辑部的需要。我们长安报1987年一复刊,在人员配备上就采取了面向社会、择优招聘的办法。两年多的实践证明,县报的编辑、记者实行招聘制,在四个方面起到了好作用。一是有利于队伍的建设。报纸复刊初期,面临的第一个紧迫问题就是组建编辑、记者队伍。当时,上级新闻管理部门和县委都催得很紧,限期出报;报社负责人整天周旋于组织、人事部门联系调人。但是,需要的人调不来,不需要的人又千方百计想调来。面
