20世纪末的东北,同南方革命根据地党的地下工作基础好的地方相比,党的干部特别是中高级领导骨干显得十分缺乏.因此,培养干部始终是中共满洲省委的一项重要工作.其中,培训干部成效最为显著的是刘少奇主持中共满洲省委工作时期.在刘少奇担任书记期间,中共满洲省委采取多渠道培训的方法,以解决党的干部缺乏的燃眉之急.首先,选送党团骨干.到中央干训班学习.1929年12月,刘少奇利用到上海汇报工作的机会,向中央特别提出了干部培训的事.回到满委后,刘少奇亲自清理组织名册,确定了20个候选人名单,调到省委考察后,陆续派到中央训练班学习革命理论和工作方法.任国桢、赵尚志、张于民、李维舟等人都先后到上海临时中央局举办的各种学习班学习过.
