一、我国企业技术创新活动不足的原因 1.宏观管理传统上一直重视外延扩大再生产,忽视内涵扩大再生产。尤其近几年,基本建设投资膨胀,大部分中上游企业处于供不应求的卖方市场。因此企业容易满足现状,或只想通过扩大生产规模来增加产值,而缺乏技术进步、技术创新的动力和压力。 2.价格体制和价格管理制度不合理。产品价格单一,没有体现优质优价,因此新产品利润低,企业无利可图,甚至造成一时利润的下降。 3.缺乏技术创新资金。这几年我国国营企业留成减少, 企业无足够的技术开发、技术创新资金。据调查,我国冶金、化工、机械、电子行业国营企业开发费用只占总产值的0.5％,1.1％,1.5％,5.5％,而
