(一)修筑川汉铁路经济背景1904年成立的川办铁路公司归属官办,公司成立半年以后鸠集资本少之又少,工程进展十分缓慢。川督锡良接受留学日本的学生建议,变通办理。1905年1月18日,锡良奏报川汉铁路集股章程,规定路款的四种来源:认购之股、抽租之股、官本之股、公利之股。四种股源,以抽租之股为重,其来源广泛,规定凡业田之家,值百抽三,这就是说租股资本由川民按亩加捐而来,实为川民之血汗。征集的对象和范围不仅
