各州、市、县人民政府,各地区行政公署,省直各厅、局、委、办: 党的十一届三中全会以来,我省集市贸易得到了迅速发展,并已成为商品流通的重要渠道。这对于促进城乡经济繁荣,增加财政收入,扩大劳动就业,促进农村脱贫致富,起到了重要的推动作用。当前,我省集贸市场存在的主要问题是:集市数量少、类型单调、设施简陋、场地狭窄,以路为市、脏乱拥挤现象比较普遍,特别是能展示我省产品优势的批发市场和专业市场严重不足,与我省经济发展和人民群众的生活需要不相适应。为了深入贯彻落实党的十三届七中全会和省委五届二次全体(扩大)会议精神,加速培育和发展我省城乡集贸市场,更好地促进社会主义有计划商品经济的发展,特作如下通知:
