2003年6月20日,国务院总理温家宝签署第381号国务院令,正式颁布《城市生活无着的流浪乞讨人员救助管理办法》(下简称“新办法”)。这一天宣告了实施21年之久的《城市流浪乞讨人员收容遣送办法》被废止,新的救助管理办法即将执行。辽宁省民政厅同时转发了《关于做好城市生活无着的流浪乞讨人员救助管理准备工作的紧急通知》(民明电[2003]1O7号),从这一天开始,大连市收容遣送站和全国各地百所兄弟站一起,开始了彻底的转变观念、转变职能、转变设施的大规模、全方位、立体化的改造和改建。
