当今世界经济发展的历史表明,任何国家的经济发展都不能闭关锁国,在自我的天地里盘旋。只有自觉地把自己置身于国际经济的大舞台,积极参与国际交换和国际大循环,才能赶上时代潮流,加速本国经济的发展。我国十九世纪的人杰林则徐曾说过:“中国只要闭关绝市,便能置英国于死地。”面对今日的现实,不能不令人为之平生一种遗憾。自中央确定沿海经济发展战略以来,我省的外向型经济发生了可喜的变化。从1989年1-8月公布的数字表明,情况是良好的,成绩也是可观的。为了实现全方位对外开放,中苏关系正常化以后,我省一些县、市相继北上,探求开拓中苏边贸的前景。为此,进一步研究我省工商企业参与中苏边贸活动的可行性及利弊条件,对于金融如何有效地支持外向型企业的新发展,有一定的现实意义。
The history of economic development in the world today shows that any country’s economic development cannot be locked up and locked in the world. Only when we consciously place ourselves on the big stage of the international economy and actively participate in the international exchange and international major cycle can we catch up with the trend of the times and accelerate the development of our own economy. In the 19th century in China, Jillin Zexu once said: “As long as China retires from the market, it will be able to kill Britain.” Faced with today’s reality, it’s a pity for people to make a living. Since the Central Government determined the strategy for coastal economic development, the province’s export-oriented economy has undergone gratifying changes. Figures released from January to August 1989 show that the situation is good and the results are substantial. In order to achieve all-round opening to the outside world, after the normalization of Sino-Soviet relations, some counties and cities in our province have successively moved north to explore the prospect of opening up the border trade between China and the Soviet Union. To this end, the feasibility and advantages and disadvantages of the industrial and commercial enterprises in the province to participate in border trade activities between China and the Soviet Union are further studied. It is of practical significance for how finance can effectively support the new development of export-oriented enterprises.
