一、课题提出一九八三年九月在县教育科学规划会议上,县教育学会草拟了八十一个研究课题,其中就包括“青少年犯罪预防与综合治理”。当时,县委副书记卢凤林同志非常重视这一课题,并建议作为一个重点项目来研究。但因这一课题涉及面宽、难度较大,迟迟没有落实。直到85年4月县委召开社会治安综合治理大会之后才引起重视。我县自83年“严打”以来共捕判犯罪分子760人,其中58%是25岁以下的青少年,而这些青少年又大部分是中小学的流失生
I. The project proposed that at the County Education Science Planning Conference in September 1983, the County Education Association drafted 81 research topics, including “Prevention and Comprehensive Governance of Juvenile Delinquency”. At that time, Comrade Lu Fenglin, deputy secretary of the county party committee, attached great importance to this topic and suggested that it be studied as a key project. However, because of the breadth and difficulty of this topic, it has not been implemented. It was not until the county party committee held a public security comprehensive management conference in April of the year that it attracted attention. My county has arrested 760 criminals since the “strike hard” in the county in 83 years, of which 58% are young people under the age of 25, and most of these young people are the loss students in primary and secondary schools.
