上海铁路局列车安全对策小组运用“三论”理论，制定了以“联控”为核心的列车安全系统管理办法，并通过思想教育和组织落实，在福州分局邵武地区作了试验，使该地区条件较差、事故较多的情况大为改善。福州分局推广了这一经验，安全情况明显好转，各项指标都完成得很好。这一办法在全路局推广后又进一步得到发展。
