谏官是对君主的过失直言规劝并使其改正的官吏。在现代企业中,民主和制约成分远不如政治和行政体系,中国的高成长企业为了体现决策效率,反而在强调集权和企业家权威。这一背景下,借鉴古代谏官制度,以及进谏、纳谏文化的精髓,企业至少需要一名积极进谏的高级管理人员,可称为首席问题官。首席问题官不分管传统意义上的“专业工作”(如生产、营销、财务、人力资源等),而是跨专业、跨部门地挖掘问题、研究问题、表达问题,并牵头制定解决方案。现代企业首席问题官提出的意见或方案能否被采纳,不仅取决于方案的成熟程度,还与问题表达方式、领导接受程度密切相关。首席问题官应根据企业领导人的个性特征,结合自己的特长,借鉴古代谏官的两种进谏风格,选择适宜的表达问题方式。如果首席问题官所在企业的文化是坦诚沟通、结果导向、注重实效,而且企业领导人像唐太宗一样乐于接受批评意见,首席问题官应使用耿直派风格。如果首席问题官所在企业的人际关系复杂、派系纷争,企业领导人独断专行或爱面子,首席问题官应使用委婉派风格。
