所谓职工持股制度就是指公司的员工持有本公司股票制度,公司员工包括经理,职员和工人。随着我国企业股份制改革的不断深化,各地方企业职工持股改革的试行方案也陆续出台。这些方案究竟前景如何,怎样才能找到符合我国国情的一种职工持股制度,仍是摆在我们面前的一道难题。而以美国为首的西方国家早在本世纪70年代就开始大力推行这种制度,并取得了一定的成效。 一、美国雇员持股的内容及其发展 雇员持股思想早在美国50年代中期就有人提出,但直到70年代初期,职工持股才开始受到公众的广泛重视.并得到美国政府的大力支持。美国职工持股制度是通过推行“雇员持股计划”建立起来的。该计划的主要内容是:
