“国际工会基金”由联共(布)于1950年发起设立,社会主义阵营国家的执政党共同参与。苏联共产党是该基金的主要出资政党。1950-1961年中国共产党是该基金的第二大出资政党。1961年以来,第三世界国家的受援政党数量大幅增加,但其受援金额远低于西欧的受援政党。该基金的出资政党随着他们与苏共关系的调整而有所变化:1962年起中共停止出资;1977年起罗共停止出资;1980年起波兰统一工人党停止出资;1987年起匈牙利社会主义工人党停止出资;1988年、1989年德国统一社会党、捷克斯洛伐克共产党和保加利亚共产党相继停止出资;1989年起苏共独撑该基金。这种局面从一个侧面映射出当时国际力量对比状况和社会主义阵营内部国家关系变化情况。
The “International Trade Union Fund” was established by the Communist Party (Bolshevik) in 1950 and the ruling party of the countries in the socialist camp are participating together. The Soviet Communist Party is the fund’s main contributor to the party. 1950-1961 Chinese Communist Party is the fund’s second largest contributor to the party. Since 1961, the number of aid recipients in Third World countries has increased substantially, but the amount of aid received is much lower than in Western European aid parties. The fund’s contributing parties have changed with their readjustment of relations with the CPSU: the CCP ceased to contribute capital since 1962; the Central Bank stopped funding in 1977; the Polish Workers Uni-Pole ceased funding in 1980; Hungarian Socialism The Workers’ Party stopped funding; in 1988, the German Socialist Unity Party, the Czechoslovak Communist Party and the Bulgarian Communist Party ceased to finance one after another. In 1989, the Soviet Communist Party independently supported the fund. This situation reflects from one side the current comparative situation of international forces and changes in the relations among countries within the socialist camp.
