当了三届省人大代表,履行职责15年的张文芬,一直把自己在人代会上提出的议案最终能被立案视作代表生涯中的幸事。自当选代表以来,由她领衔提出的两项立法案、一项决定案和一项候选人提名案先后在人代会上被大会立案,实现了她“当代表就要尽职尽责,不负选民重托”的宿愿。在省八届人大四次会议上,由张文芬代表领衔、19位代表联名提出的《关于尽快制定〈吉林省散居少数民族工作条例〉的议案》被大会立案,并交付有关专门委员会办理。省人大民侨外委在办理这项议案时认为,“……
