重视和培养公务员的经济道德意识 要在全球经济一体化的激烈竞争中取胜,我们应该有强烈的经济道德意识。 我国加入WTO后的当务之急是要转变政府职能,提高依法行政水平。除了加强法制和制度建设之外,还必须强化道德的约束和规范,以发挥政府这只“有形之手”对市场经济的调控作用。同时,还要构建与市场经济相适应的行政伦理体系,这一体系包括行政伦理价值观、行政伦理规范和行政伦理选择机制三方面内容。其核心是行政伦理价值观,科学合理的行政价值观应以为人民服务为核心,在吸取廉政、勤政、公仆精神等传统行政价值观的基础上溶入现代效率观念、协调意识、服务精神和法制理念。 （安徽商贸职业技术学院 241000 朱景平）
Pay Attention to and Cultivate the Civilian’s Economic and Ethical Awareness In order to win the fierce competition in global economic integration, we should have a strong sense of economic ethics. The most urgent task after China’s accession to the WTO is to change its functions and improve the level of its administration according to law. In addition to strengthening the legal system and institution building, we must also strengthen moral restraint and norms so as to give play to the regulatory role of the “tangible hand” of the government on the market economy. At the same time, we should also construct an administrative ethics system that is compatible with the market economy. This system includes three aspects: administrative ethics values, administrative ethics standards and administrative ethics choice mechanism. Its core is the administrative ethics values. Scientific and reasonable administrative values should take the service of the people as the core. Based on the traditional administrative values such as honesty, diligence and the public servant, the values should be integrated into the concepts of modern efficiency, coordination, service spirit and legal system.
