县、市以及省级刑侦机构体制改革以后,地区一级刑侦部门向何处去,是要发展和加强,还是应该维持现状?是从根本上进行改革,还是换块牌子了事?江西省吉安地区公安局党委对刑侦工作的改革实践较好地回答了这个问题。现实斗争告诉我们,刑侦部门必须从根本上大力发展和加强1995年以前,吉安地区公安局设刑侦科,共有17名干警,负责全区犯罪信息的统计、上报以及技术上的指导工作,是纯指导性机构。13个县(市)刑警队为股级单位,干警人数最多的是吉安市刑警队,有30余名干警,其他县队大多7-10人,全区共有刑警162人。他们只
