干部任前公示制,是干部制度的一大改革。不仅增强了干部使用上的透明度,真正体现了公开、公平、择优的原则,而且增强了民主参与的程度,极大地密切了干群关系。但这种干部任用的好办法时间一长是否会变成“公式制”?笔者认为,应采取以下措施防止“公示制”变成“公式制”?
The pre-public announcement of the cadres is a major reform of the cadre system. This not only enhances the transparency in the use of cadres, but also truly reflects the principle of openness, fairness and preferential treatment, enhances the degree of democratic participation and greatly facilitates the relationship between cadres and the masses.
