干部任前公示制，是干部制度的一大改革。不仅增强了干部使用上的透明度，真正体现了公开、公平、择优的原则，而且增强了民主参与的程度，极大地密切了干群关系。但这种干部任用的好办法时间一长是否会变成“公式制”？笔者认为，应采取以下措施防止“公示制”变成“公式制”?
