“十一五”以来,辽宁经济增长速度连续五年超过12%,高于全国平均水平3个百分点,财政收入连续五年超过20%,也高于全国平均水平。辽宁“十二五”时期,要落实科学发展观,实现科学发展目标,必须构建完善的经济社会发展机制。要完善收入分配机制,提高辽宁居民收入水平。要完善协调推动机制,促进经济又好又快发展。要完善农村发展机制,破解城乡二元结构。要完善低碳环保机制,促进可持续发展。
Since the 11th Five-Year Plan, Liaoning’s economic growth has exceeded 12% for five consecutive years, 3% above the national average and its fiscal revenue has exceeded 20% for five consecutive years, also higher than the national average.
