目的对南昌市2006-2009年突发公共卫生事件处置情况进行评估分析,提高南昌市疾控机构专业人员对突发公共卫生事件的应急处置能力。方法按“突发公共卫生事件规范处置评估量表”评估项目对突发事件进行评估,采用统计软件Excel 2003和SPSS 13.0进行分析。结果南昌市2006-2009年共报告28起突发公共卫生事件,其中以传染病暴发疫情为主,共25起,其次为食物中毒事件3起。评估表明:28起突发事件规范处置为优的7起(25.0%),规范处置为良的12起(42.9%),规范处置合格9起(32.1%);事件处置准备合格率为57.1%。“事件报告及时率”分年比较差异有统计学意义(P=0.01)。结论南昌市突发公共卫生事件总体规范处置质量达标;“事件报告及时率”呈逐年上升趋势;事件处置准备合格率不高,南昌市的公共卫生事件应急处置能力还有待加强。
Objective To evaluate and analyze the handling of public health emergencies in Nanchang from 2006 to 2009, and to improve the ability of emergency treatment of public health emergencies by professionals from disease control institutions in Nanchang. Methods According to “public health emergency measures to assess the scale ” evaluation project to assess the incident, the use of statistical software Excel 2003 and SPSS 13.0 for analysis. Results A total of 28 public health emergencies were reported from 2006 to 2009 in Nanchang City, of which 25 were outbreaks of infectious diseases, followed by 3 food poisoning incidents. The assessment shows that: 28 out of the 7 cases (25.0%) handled the emergency and the 12 cases (42.9%) regulated the disposal as good and 9 (32.1%) passed the standard disposal; the passing rate of preparation for the incident was 57.1% . “Incident reporting rate of prompt ” year-by-year difference was statistically significant (P = 0.01). Conclusion The overall standard of emergency public health emergencies in Nanchang is up to the standard of disposal. The incident reporting rate of timely reporting is on the rise year by year. The passing rate of preparation for incident handling is not high. The emergency response capability of public health emergencies in Nanchang City needs to be strengthened.
