公立医院要实现医疗卫生公益性目标,基层县级公立医院责任重大,起着承上启下的枢纽作用,但贫困县公立医院由于受经济发展的制约,使公益性的彰显受到限制。文章从公立医院应当承担的公益性职责,公益性补偿机制的重要意义及现实困惑,以及为体现其公益性和自身的发展几点建议等方面进行了阐述。着重强调政府补助政策和规范药品招标秩序以及强化医院内部管理的重要性。 Public hospitals to achieve the goal of public health of medical and health, public hospitals at the grassroots level responsibility, plays a pivotal role in the link between the hinterland, but poor public hospitals because of economic development constraints, so that publicity highlights the limitations. The article elaborates on the important role of public hospitals in their public welfare responsibilities, the importance of public welfare compensation mechanisms and their real-world confusion, as well as some suggestions to reflect their public welfare and their own development. Emphasis is placed on the government subsidy policy and the standardization of drug bidding and the importance of strengthening the internal management of the hospital.
