温家宝总理在“两会”上所作的政府工作报告中指出:“全国财政用于教育支出五年累计2.43万亿元,比前五年增长1.26倍。农村义务教育已全面纳入财政保障的范围,对全国农村义务教育阶段学生全部免除学杂费、全部免费提供教科书,对家庭经济困难寄宿生提供生活补助,使1.5亿的学生和780万名家庭经济困难的寄宿生受益。”据悉,目前我国的课本使用寿命一般为半年,而且基本上是一次性使用。可在美国为5年,日本为10年。有人算了笔账,以我国现有在校中小学生2.2亿人、每个学生每年两学期平均使用10册课本计算,一年要用课本22亿册以上。按每人每学期课本平均重1500克计算,如果课本连续使用5年,可节约528万吨文化纸。生产这些纸要耗费300万亩木材、52800万吨纯净水、633.5万吨煤、158.4万吨化工原料。如果实行教材循环使用,就可以为全国2.2亿个家庭节省教材费近2000亿元人民币。2006年9月1日开始实施的新《义务教育法》第41条规定:国家鼓励教科书循环使用。2007年9月20日,教育部发出开展“节能减排学校行动”的通知,要求结合农村义务教育试行免费教科书制度,开展教科书的循环使用试点工作。
