Qianyang County is located in the hilly area of Weibei arid highland, jurisdiction over 8 towns, 98 administrative villages, 516 villagers group, two urban community committees, the total population of 132,000, of which agricultural population 112,000. After the Ministry of Civil Affairs decided in 2007 to set up experimental counties for rural communities in the country, pilot projects in rural communities were carried out in Caojiayuan Village of Wenjiapo Township, Sipo Village of Zhangjiayuan Township, Wangjiazhuang Village and Xinxing Village of Koujiahe Township, and achieved initial success. In 2008, the pilot will be expanded to 30. By the end of 2010, all 98 villages in the county have set up rural community service centers.
