执政党的纲领章程是执政党意识形态、执政理念、治党原则的承载体。本文基于对国外一些执政党纲领章程建设的反思,从执政党的意识形态、执政理念、治党原则三个维度展开研究。面对全球化、民主化、信息化的时代特征,国外一些执政党纲领章程建设呈现出矛盾。通过纲领章程建设上不断调整,国外一些执政党适应时代变化的要求,促使其意识形态、执政理念和治党原则的变迁与演进更能适应时代的发展,对环境的变化作出最具挑战性的反映。
The governing charter of the governing party is the carrier of the ideology and ruling philosophy of the ruling party and the principle of ruling the party. Based on the reflection on the constitutional establishment of some foreign political programs, this paper studies from the three dimensions of the ideology, ruling philosophy and the principle of ruling party of the ruling party. Faced with the characteristics of the times of globalization, democratization and informationization, the constitutional establishment of some of the foreign ruling party platforms shows contradictions. Through continual readjustment of the constitution and constitution of the program, some foreign ruling parties have adapted to the requirements of the changing times to promote the changes and evolution of their ideology, ruling philosophy and the principle of governing the party so as to better adapt to the development of the times and make the most challenging changes to the environment reflect.
