2011年4月至5月,专家组同四川省烟草公司办公室领导,通过对广安、达州、巴中、广元、绵阳、宜宾、泸州、资阳、内江、阿坝、甘孜、雅安等市(州)烟草局的调研,真切感受到各市局单位领导对机关效能建设工作的高度重视,不少单位党政一把手亲自主抓。并且各个市(州)局单位在科学搭建平台、全面落实各项制度以及完善效能支撑方面都完成得相当出色。尽管如此,在调研中发现机关效能工程建设推进过程中仍然存在一些问题,主要表现在“当前试用方案与本地实际情况不合”、“对平台运行的责权边界存在迷惑”、“效能问责落实不够”、“机关效能建设与其他各管理体系怎样融合”、“员工素质能力亟须提升”等几个方面。

In spite of this, some problems still exist in the process of promoting the construction of the institution’s performance engineering in the investigation and research, mainly manifested in the fact that the current trial program does not conform with the actual situation in the country and the confusion over the responsibility and authority boundaries of the platform operation. “Effective implementation of accountability is not ”, “Institutional efficiency and other management systems how to integrate ”, “The quality of the staff urgently needs to improve ” and several other aspects.
