纪锦章,原名纪幼柏,曾用名韩平、刘香九、陶然、韩瓶。河北乐亭县人。1926年6月加入共青团,1927年2月加入中国共产党,同年6月任中共大连市委宣传部长。抗日战争全面爆发后,历任山西省襄陵县牺牲救国同盟会特派员兼人民武装自卫队指导员、总队长,山西省政治保卫队第二支队政治部主任,山西省襄陵县抗日县长、安泽县县长、山西太岳区行政公署财政处处长等职。建国后历任河南省财政厅长,广东省财政厅厅长、广州市副市长、广州市政协常务委员等职。
Ji Jin Zhang, formerly known as Jiubao Bai, formerly known as Han Ping, Liu Xiang nine, Tao Ran, Han bottles. Hebei Laoting County. After the founding of the People’s Republic of China, he successively took the posts of Finance Minister of Henan Province, Director of Finance Department of Guangdong Province, Vice Mayor of Guangzhou City, and standing member of Guangzhou CPPCC.
