政府,尤其是西方政府,在过去几个世纪中已经彻底改变了,这通常是因为那些拥有宏大抱负的坚定的人们努力工作从而改变了政府。不仅是民主国家中的普通公民忽略了实际上政府是可以改变的这一事实,西方的统治者们也并没有很好地领悟马歇尔对国家宝贵性和可塑性的洞察。现在,第四次革命已经开始了,但目前哪些国家将塑造这次革命,以及它们是会主要从西方自由民主的优越传统中还是从近几十年来出现的更新的威权统治形式中汲取经验,尚不清楚。
The government, and especially the Western government, has changed radically in the past few centuries, often because the determined people with ambitious aspirations have changed the government. Not only is ordinary citizens in democracies ignoring the fact that the government can in fact be changed, nor are western rulers well aware of Marshall’s insights into the country’s preciousness and plasticity. Now that the fourth revolution has begun, what are the current states that will shape the revolution and whether they will learn from the superior traditions of Western liberal democracy or from the more recent forms of authoritarian rule that have emerged in recent decades, still not clear.
