胡耀邦同志在党的十二大报告中提出,到本世纪末的二十年,我国经济建设总的奋斗目标是,在不断提高经济效益的前提下,力争使全国工农业的年总产值翻两番。上海要实现这一宏伟的战略目标,不仅要靠市区大工业,也要靠郊区农业。而在上海郊区农村集体所有制的合作经济中,社队工业却占有举足轻重的地位。因此,怎样合理地使用社队工业的利润,充分发挥其经济效益,对于全面发展农村经济,增强经济实力,开创农村工作的新局面。实现郊区农副工年总产值翻两番,无疑是一个具有战略意义的新课题。本文就此发表粗陋之见,以利共同探讨。
