在当前城市发展与建设过程中,流浪乞讨人员的救助与管理是不得不重视的工作。在社会经济水平不断提升的背景下,流浪乞讨这类的不平衡现象愈发严重,国家针对该现象也颁布了《城市生活无着的流浪乞讨人员救助档案管理办法》。该篇就针对城市中的流浪乞讨人员这类弱势群体,结合《办法》中的政策要求,分析当前社会环境下,流浪乞讨人员救助档案的管理,希望能够在实现公民基本权利方面提供些许帮助。
In the current process of urban development and construction, the rescue and management of vagrants and beggars are tasks that must be taken seriously. In the context of rising socio-economic level, such imbalances as vagabonds and begging have become more and more serious. In response to this phenomenon, the state has also promulgated the Measures for the Administration of Archives of Relief Archives of Vagrants and Beggars Without Urban Life. Based on the policy requirements of the “Measures”, the article analyzes the management of the bailout files for beggars and beggars in the current social environment in the hope of providing some help in realizing the basic rights of citizens, in view of the vulnerable groups like vagrants and beggars in cities.
