公共经济责权在各级国家机构之间的纵向配置,在整个公共经济体制的安排和创新中占有极为重要的地位。配置得是否科学、得当,既直接关系到国家宏观调控效果和国家整体凝聚力,也关系到公共资源配置的效率和公民民主权利的落实。
The vertical allocation of public economic responsibilities and powers between state agencies at all levels plays an extremely important role in the arrangement and innovation of the entire public economic system. It is not only scientifically and properly configured, it is directly related to the effectiveness of state macro-control and the overall cohesion of the country, but also to the efficiency of public resources allocation and the implementation of civil democratic rights.
