从1996年7月开始,河北省石家庄市公安局以桥东分局为试点,进行了刑侦体制改革,并于1997年3月在市区全面推开。与此同时,我们在赵县公安局抓了农村的改革试点。1997年6月全国刑侦工作会议结束后,我们按照公安部提出的要求,在进一步深化、完善市区刑侦改革的同时,在各县、市公安局也建立起新的刑侦工作体制。全市共建立刑警大队14个,下属刑警中队242个。其中直属中队11O个,覆盖社会面的责任区中队132个。同时,通过改革,取消了原来的预审建制,预审人员全部合并到刑警队。按照改革初期侦审一体化分三步走的设想,目前, 24个刑警大队已全部实行了侦审
Starting from July 1996, Shijiazhuang Public Security Bureau of Hebei Province piloted the Qiaodong Sub-branch with the reform of the criminal investigation system and opened it in the urban area in March 1997.
