目前预算外资金急剧膨胀,大量资金游离于政府调控和财政管理之外,滥支挪用现象严重,导致投资和消费基金增长,也在一定程度上助长了腐败现象。如何遏制?本人以为: 1.立法促转化。加强对预算外资金管理的立法工作,明确预算外资金的收支、使用、管理范围和标准,促使预算外资金征收、提取、使用的规范化和合理化。
