党的十四大明确提出:“中部和西部地区资源丰富,沿边地区还有对外开放的地缘优势,发展潜力很大,国家要在统等规划下给予支持。”“有条件的也要积极发展外向型经济,以带动整个经济发展。”这一要求符合吉林这个地处东北中部边疆近海省经济发展的客观实际,指明了发展外向型经济这条医药经济上新台阶的必由之路。
