古交市是山西重要的能源重化工基地，多年来，由于特殊的自然地理条件，暴雨洪水灾害严重。不仅冲毁农田，破坏交通，严重影响工农业生产，而且严重危及人民生命财产安全，造成的直接经济损失巨大。防治洪灾，首先要提高水患意识，加强防洪管理；其次要搞好水土保持，有效调蓄洪水；同时，还应加强城区防洪工程建设，动员全区群策群力抗洪，建立健全水情预测预报网络，开展洪水灾害保险。
