1996年3月22日是第四届“世界水日”,3月22日至28日是我国第九届水法宣传周,这是中华人民共和国水法颁布8周年,中华人民共和国水土保持法颁布5周年。搞好1996年的“世界水日”和“中国水周”宣传活动,提高全社会关心水、保护水、节约水的公共意识,对推动全省水利建设的发展,充分发挥水利基础设施在国民经济和社会发展过程中的重要作用,具有十分重大的意义。
