国民政府在抗战这一特殊时期,面对战争带来的新情况,顺应时势需要,将职业介绍管理作为政府的一项常态工作,采取了许多发展职业介绍的措施,如设专门机构管理,办理难民职业介绍,发展公立职业介绍机构,加强对私人职业介绍机构的管理,指导职业介绍机构规范化运作等。从效果上看,职业介绍对解决失业者的就业难题有所帮助;但职业介绍的作用因各种原因而有限;特别是政府赋予职业介绍以沉重的社会责任,这是当时历史条件下不可能实现的。
