The international community regards the maternal mortality rate as an important indicator of the social and economic development of a country [1]. In its “Outline for the Development of Children in China in the 1990s,” the Chinese government promised the international community: to reduce the maternal mortality rate by a factor of two on the basis of 1990; in the “Outline for the Development of Chinese Women (2001-2010)”, “Maternal mortality rate by 2000 as the base for a quarter ” goal.
