规划尚未正式出台,可目前的情形却是,从地方政府到企业普遍对此热情高涨。而热情之余,或许我们还应多些思考,发展这个产业的关键环节在哪里?何谓“新一代信息技术”?在2010年9月8日由国务院常务会议审议并原则通过的《国务院关于加快培育和发展战略性新兴产业的决定》(下称《决定》)中,“新一代信息技术被确立为七大战略性新兴产业之一,将重点推进”的政策一经提出,便引来坊间的热切关注。
