软件和集成电路并称信息产业的核心技术。在核心技术上寻求新的突破是产业发展的目标。虽然近年来我国软件业发展迅速.但是横向比较,我们与其它国家的差距依然不小。2001年,我国软件产品占全球的市场份额仅为1.5％,而美国达到42％。我们今年产业的总体规模可能接近印度,但出口仅为印度的1/10。2001年印度软件出口收入77.8亿美元.而同期我国出口仅7亿美元。在国内市场上.具有自主知识产权的软件也不到一半。
