11月7日,位于西直门边的成铭大厦二层突然起火,大厦内的消防报警和自动喷淋装置均未起作用。保安人员由于缺乏经验,也未报警,而是自行处置。火势越来越大,浓烟涌入位于16层的住宅内,才被人发现报警。消防人员赶到后,一边扑火,一边将困在楼内的人们疏散,这才避免了一起可能发生的伤亡事故。目睹了这一切的周晋峰(全国政协委员,北京市政协常委,全国工商联执委,中西公司董事长)感到了事情的严重性,政协委员的责任感促使他拿起了笔。两天后,分别以《建筑质量问题业主及监管部门负有重大责任》、《首都入冬消防隐患极大有关部门应高度重视》为题,向市政协信息处报送了两份信息。
