住房保障是重要的民生工程。目前我国住房供给主要分为商品住房、经济适用房和廉租住房。十八大报告指出,要建立政府保障与市场配置相结合的住房制度,而当前经济适用房和廉租住房只是以政府保障为主导,忽略了市场配置的作用。本文以潍坊市中心城区为例,分析城镇住房保障制度存在的问题,并借鉴国内外住房保障制度的成功经验,提出政府保障与市场配置相结合的政策建议与配套措施,为全面改善住房保障制度提供参考。
Housing security is an important livelihood project. At present, China’s housing supply is divided into commercial housing, affordable housing and low-rent housing. The 18th National Congress of the Communist Party of China pointed out that it is necessary to establish a housing system that integrates government guarantee with market allocation. Currently, affordable housing and low-rent housing are dominated by government guarantees and neglected the role of market allocation. Taking Weifang downtown area as an example, this paper analyzes the existing problems in urban housing security system and draws lessons from the successful experience of domestic and foreign housing security systems to put forward the policy recommendations and supporting measures that combine government security with market allocation.
