2011年2月,胡锦涛在省部级主要领导干部社会管理及其创新专题研讨班开班式上强调:要进一步加强和完善公共安全体系。公共安全管理体制是建构公共安全体系的重要内容,即采用怎样的组织形式以及如何将这些组织形式结合成为一个合理的有机系统,以实现公共安全管理的任务和目的。各级政府公共安全管理机构的设置、权力分配和相互协调的强弱直接影响公共安全管理的效率和效能。
