襄阳县根据中央治理整顿的精神,对农村财务展开了全面清理。现已清理结束514个村,占总村数的82.6％;清理村级企业286个,占应清单位的42.1％。通过清理,取得了显著成效。从清理的情况看,一部分乡镇、村、组财务混乱仍然比较严重。一是干部贪占、挪用公款严重,其中清出贪污418人,金额30.29万元;挪用1,111人,金额60.41万元;侵占集体财物的212人,金额7.89万元。二是乱支、乱借金额大,从清理的单位看,白条借款的1304人,金额15.63万元;招待费开支514.06万元(1988年);乱补助19.46万元(1988年)。三是出纳错帐、短款占出纳人员总数的24.6％。四是历年积欠款达36,852户,金额达1128.81万元,户平欠款306.31元。五是罚款的名目达二、三十种,1988年受罚的有15,760人次,金额达72.6万元。襄阳县委十分重视农村财务清理工作,要求各级把清理整顿农村财务作为一
In accordance with the spirit of rectification by the Central Government, Xiangyang County conducted a comprehensive clean-up of rural finance. 514 villages have been liquidated, accounting for 82.6% of the total number of villages; and 286 village-level enterprises have been cleared, accounting for 42.1% of the units that should be cleared. By cleaning up, remarkable results have been achieved. From the clean-up situation, part of the towns, villages and groups of financial confusion is still more serious. First, the cadres took over caddies and embezzled public funds. Out of them, 418 people were corrupted, amounting to 302,900 yuan; 1,111 people were misappropriated, with an amount of 604,100 yuan; and 212 people who encroached on collective property, amounting to 78,900 yuan. Second, indiscriminate support, chaos borrowed a large amount of money, from the clean-up unit to see, white striped loans of 1304 people, the amount of 156,300 yuan; hospitality expenses 514.06 million yuan (1988); chaos grants 194,600 yuan (1988). Third, cashier misstatement, accounting for 24.6% of the total cashier personnel. Fourth, the total amount owed over the years reached 36,852 households, amounting to 11,288,100 yuan, Huxian arrears 306.31 yuan. Fifth, there are two or thirty kinds of fines.
