作为高新技术发展的前沿阵地,海洋正在成为国际竞争的主要领域,全球资本流向海洋经济新产业、新领域、新业态的趋势日益增强。本文首先考察了国内外利用资本市场发展海洋经济的成功经验,并对相应的创新模式进行了探讨;在此基础上,就中国海洋产业投融资的特点、政策法律环境和区域经济环境以及海洋经济发展中面临的问题进行了深入剖析;最后,结合我国海洋经济在当前转型升级、提升核心竞争力的战略发展阶段中,迫切需要大量新增资本投入的现状,提出了资本市场支持中国海洋经济发展的战略举措。
